Summary
Adds a dependency-free repository citation impact gate for issue #10.
The module creates deterministic research repository manifests, compares component hashes across forks, blocks unsafe merges on missing attribution/license/reproducibility evidence, recommends the next semantic version, and emits an export attestation that can be consumed by DOI/archive/API workflows.
